I make fursuits, tho I want to make a dragon like tail that would move with walk movements, any idea's?

I had this nifty little snake toy when I was a kid. The segments allowed it to move from side to side, but not up and down. That made it sway freely. Maybe you could make a skeletal frame inside the tail with joints.

I also used to have those we had a couple of different sizes, was also thinking about this but did not have a pic or know how to describe it. Think it will probably be the best solution.

If it's cone shaped, maybe some elastic bands to bring it back to centre?
