Stereotypical Americans wouldn't fit in the restraints but yeah, there is a max train weight limit but it differs on each coaster. Due to the speed that turn is taken I can already say that they won't let 20 150kg people ride it at once.
Maintenance rules on theme park rides aren't governed by law directly apart from ASTM International, F-24 Committee and the park itself. You would normally find 3 maintenance checks a day.
Strangely enough, the one thing the government can't touch because it's too technical for them anyways is one of the safest things you can do.
Now about that wobble. Roller coasters, buildings, bridges, towers... etc. They all flex. It's engineering at it's finest. But I've been on 4 wooden roller coasters, or rather 3 wooden roller coasters and a steel wood hybrid. But I've never seen it flex that bad. You can see the track bend and flex but that turn before the straight upward slope is definitely the craziest thing. You also see the harmonics move up the slope causing the train dance around. This could also be the reason why the engineer built that boring upward slope in the first place, to dampen the harmony before the next transition.
Anywho.
