Halp - Somthing is trying to connect to an outgoing port that I didn't autorise

Soooo... A while ago my ISP told me I was "hacking" them. By this they meant multiple bad attempts to access port 23(Telnet) on their routers coming from my public IP.

Now... This was odd. I thought that it may be a compromised PC from one of my neighbours as we share an internet connection.
I set up a firewall rule that blocked outgoing access to port 23 and set up a loggin gevent so I'd be notified when it happens, and at 9:11:18PM it happened. And it happened on the place I least expected it.
My very own rig.

(At first I thought it was my octoprint server, but I swapped the ports around and forgot to change the comments on my router.)

Now... Does anyone know of a way to check wich programs are accessing which ports?
